Should I Keep My Cat Indoors?

I’ve talked before about avoiding the “hit-by-car” emergency by keeping your dog or cat under control: either on a leash or by keeping them indoors. I got a lot of grief from some feline owners and veterinarians when It’s a Cat’s World … You Just Live In It came out. Why? Because I stated my opinion: that cats should be kept indoors.

First, there are several medical reasons for why to keep your cats indoors. Let the statistics do the talking: the average outdoor cat lives to two years of age, while the indoor cat lives to a more geriatric age (approximately 15 to 18). So ultimately, it depends on how long you want to have your cat around.

As a veterinarian, I’ve seen too many cats succumb to the “trauma of outdoor living”: being mauled by dogs, maimed by cars, shot by BB guns, etc., only to have pet owners who couldn’t afford to have them treated (resulting in euthanasia).

Risks for Outdoor Cats

Increased exposure to outdoor poisons (e.g., a few bites out of your day lilies or licks of antifreeze from your neighbor’s driveway can result in life-threatening acute kidney failure)

Increased risk of catching deadly cat viruses like feline leukemia (FeLV) or feline immunodeficiency virus (FIV)

Increased risk for pet overpopulation (If your cat’s not neutered or spayed yet, please don’t let him or her out!)

Contributing to the spread of toxoplasmosis all over your neighborhood

Contributing to the killing of migrating song birds

Believe it or not, outdoor cats don’t necessary have more fun, and yes, indoor cats can be just as content living indoors. If you’ve already decided to let your cat outside, just be aware that once cats have tasted the “great outdoors,” it’s harder to keep them from crying for it, begging for it, or running out when that screen door opens. For that reason, it’s always the safest approach not even to let your cat experience the great outdoors to begin with.

Also, if you decide to let your cat outside, just be prepared to have him snatched away — permanently. A good-intentioned neighbor may think they have found a sweet cat and decide to keep your cat as their own … right after you paid for the spay/neuter and vaccines! Hence, all the “Lost Cat: Reward!” signs in the ‘hood.

Exercise Inside

If you decide to keep your cat indoors, keep your cat content by committing to exercising your cat more. It’s the simplest way to add environmental enrichment to your cat’s routine. If you love your cat (yes, I’m trying to use guilt here!), exercise your cat for at least ten minutes, once a week. First, exercising your cat allows him or her to bond to you more (and hopefully, vice versa). Second, it’s a great way to help your cat lose weight and stay trim and healthy. While the majority of cats I see are overweight and sedentary, it’s not their fault — it’s because they lack exercise by their owner. Third, exercise is important because it’s great mental and physical stimulation. Make sure your cat has plenty of cat-safe toys, catnip, cat grass, scratching posts, and laser pointers to chase.

For all you naysayers, don’t get me wrong — if I lived in the perfect environment (at the end of a cul-de-sac with minimal traffic, on a farm away from roads, etc.), I’d consider letting my cat outdoors … so there are some situations where I think it’s OK. However, most of my clients are from an urban environment, where cats and roads don’t mix. If you have a fenced in yard, or can teach your cat to walk on a leash, I think supervised outdoor time is great — provided you’re there to get them out of a bind if necessary (after all, curiosity killed the cat!).

Vaccinate Outdoor Cats

If you do let your cat outdoors, please consult your veterinarian about appropriate vaccine protocols. I normally don’t recommend the FeLV or FIV vaccine, but that’s because the FeLV vaccine isn’t 100 percent effective and has very rare but potentially severe side effects (like a cancer called fibrosarcoma at the site of injection). That said, if you allow your cat to go outdoors, the vaccine is a must (as it is for all the other cats in your household, regardless if they go out or not!).

Declawed Cats Don’t Belong Outside

Finally, if your cat is declawed, please don’t let him go outside. While this seems like common sense to me (as it’s a dog-eat-dog world out there, and sending a declawed cat outdoors is like sending him to war without a gun), I’ve seen lots of pet owners do it. Common sense may not be so common, as I often see bird feeders in the yard also. Want to keep your cat outdoors? You lose the right to use bird feeders!

Can Humans Contract Cat Diseases?

You’re at greater risk of contracting an illness from the person in the next cubicle than of getting a disease from a cat. Most infectious feline diseases affect only cats, just as human ills afflict only people. But some, called zoonotic diseases, can be transmitted between cats and people. Through contact with an infected cat’s feces or saliva, infected fleas or ticks, a person could contract a zootonic disease from an animal. Well look at a few common ones.

Cat Scratch Fever

Known as cat scratch fever or cat scratch disease, bartonellis is a bacterial disease that can be transmitted between animals and humans. Cats usually get it from ingesting flea feces while grooming, or from infected ticks. Humans get it from ticks or when scratched or bitten by an infected cat. If an infected cat licks a human’s open wound, its saliva can also transmit cat scratch fever. Infected cats may run a fever or have swollen glands. Infected humans may get swollen lymph nodes, fever and headaches; these usually get better on their own, though it may take several months. More severe cases require antibiotics. Humans with compromised immune systems face a greater threat from cat scratch fever, and should find out if the cat that bit or scratched them has this disease.

Roundworm

Humans can also contract roundworm, a parasite common in cats. Roundworm eggs in an infected cat’s feces, if ingested by a person, produce a worm that can migrate to a human brain, liver, eye or lung. If the worm invades the eye, permanent blindness can result. The risk of roundworm is higher for children, who may eat dirt contaminated by roundworms, handle animal feces, and neglect washing their hands before touching their faces. Depending on how many roundworms are ingested, symptoms in humans may be non-existent or consist of abdominal pain, vomiting or diarrhea. A doctor can prescribe anti-parasitic drugs to treat the problem.

Toxoplasmosis

Toxoplasmosis, a parasitic disease common in outdoor cats, is a risk to pregnant women and those with compromised immune systems. Cats get it from eating infected prey or raw meat; it can also appear in unpasteurized milk. The parasite invades the cat’s digestive tract, producing oocysts (zygotes), which the cat sheds in its feces. Contact with the cat’s feces can result in an infection in some humans, with infected mothers passing it to their infants. While most infected babies do not show symptoms at birth, later in life they may develop blindness or mental disability. Infected humans can be treated for toxoplasmosis with a combination of drugs, but the parasites can remain in tissue cells indefinitely. Toxoplasmosis in cats can be treated with antibiotics.

Prevent toxoplasmosis by keeping your cat from hunting and if you are pregnant, have someone else handle the litter box. However, you don’t need to give away your cat.

Ringworm and Rabies

Unlike roundworm, ringworm (dermatophytosis) has nothing to do with worms. It is a common fungal infection in cats that can be transmitted to humans by direct contact with a cats fur or skin. Contracted from spores that grow in warm, humid environments, from bedding to brushes, or on another infected animal, ringworm will result in bald circular patches on your cat. Its skin may be dry or greasy, and if its nails are infected, they may be malformed. In humans, the infection causes ring-like lesions. While ringworm in cats will cure itself over time, infected humans can apply OTC antifungal lotions or powders, and keep skin dry and clean.

Although most cases of rabies in humans result from contact with bats or raccoons, any mammal, including cats and dogs, can have the rabies virus (rhabdoviridae), which is why rabies vaccinations for pets are so important. If youre bitten by an animal you believe is rabid, immediately wash the bite with soap and water and a commercial antiseptic like iodine; then seek medical attention. A series of vaccinations administered over a month will treat the virus, which is always fatal if untreated. If the cat’s rabies shots arent up to date or if it hasnt been vaccinated, it should be quarantined for 45 days and observed for signs of rabies.

The Truth About Feline AIDS and Herpes

Humans cannot get these diseases from cats, because they are feline-specific illnesses. FIV (feline immunodeficiency virus), sometimes referred to as feline AIDS, weakens the cat’s lymphatic system, and ultimately attacks its entire immune system. FIV is from the same virus strain as the feline leukemia virus (FeLV) and the human immunodeficiency virus (HIV) which causes AIDS. No cure exists for FIV, although FIV-positive cats can live several years after contracting the illness. Cats usually get FIV through a bite from another cat.

Feline herpes (FVH-1) is a virus that causes upper respiratory infection in cats. Sneezing, runny eyes and nose, and sometimes inflammation of the cat’s eyelid lining, result from FVH-1 infection. Discharges from another cat’s eyes, nose or mouth transmit the disease, often via food or water dishes. While there’s no FVH-1 cure, medications can control it, and a vaccine to prevent it is available.

Staying Safe from Cat Diseases

Fighting cat illnesses takes common sense and cleanliness. Always wash your hands after touching your cat and follow a regular flea-control program. Carefully handle your cats litter box, avoiding soil contaminated by feces. Following these few suggestions will greatly lessen your chances of catching any diseases from your feline friend.

Summer is travel season, which means pet sitting season is in high gear.

My mother has a favorite saying: no good deed goes unpunished. This aphorism seems to hold especially true in the field of pet sitting. I work at an emergency veterinary hospital, and I regularly see unfortunate pet sitters who are forced to make important medical decisions on behalf of owners who are completely unreachable because they are on flights to Europe or cruises to Antarctica or halfway across the trans-Siberian Railroad. These poor pet sitters often have no prior instructions or advance directives for veterinary emergencies. They often have no means of paying for expensive veterinary procedures such as surgical correction of gastric dilatation with volvulus (known colloquially as bloat) in the owners’ absence.

I recently returned from a trip to Bolivia. I was unlucky: Denise couldn’t come with me. However, this was lucky for my pal Buster, since it meant he got to stay home with his mom. If something goes wrong with the dog while I’m out of town, Denise has a large network of my friends, colleagues, coworkers, and former vet school drinking buddies that she can call day or night.

Most people aren’t so fortunate when it comes to pet sitting and veterinary care. Sadly pets get sick, sometimes fatally, at a disproportionately high rate when in the care of pet sitters or boarding facilities.

It is true that, in very rare instances, pet sitters allow their wards to run free in fields of foxtails located between 100 foot cliffs and busy highways. The inevitable problem that occurs as a result of this behavior is caused, proximately, but the pet sitter. But the ultimate cause of the problem in these cases lies with the pet’s owner, who should have chosen a better pet sitter. It is the pet owner’s job to do his due diligence.

The overwhelming majority of pet sitters are not irresponsible. In fact, I see a different scenario far more frequently than the one mentioned above. A concerned and responsible pet sitter brings in a pet. She states that the owner mentioned, prior to leaving for his ascent of Everest during which he will be unreachable for 21 days, that the dog had been vomiting and not eating for about a week. The dog is really sick now, and needs major treatment. But the dog was sick before the owner left him with the pet sitter, and the pet sitter must now deal with the crisis. I believe that teenagers these days refer to the owner’s actions in this scenario as a “douchebag move.” It’s an appropriate term.

However, by far the most frequent scenario of all is as follows. A seemingly healthy pet is left with a pet sitter. The pet was slowly developing an illness prior to the owner’s departure but was showing no outward symptoms of disease. The stress of the owner’s absence disrupts the pet’s equilibrium, and the pet gets sick while the owner is away. Neither the owner nor the pet sitter has done anything wrong whatsoever. But the situation is the same: the pet sitter must now make important medical decisions, and possibly pay for treatment on behalf of the owner.

These situations are unfair to pets, pet sitters, and pet owners. Fortunately, there are some tactics that help all parties involved in these sorts of crises.

Here is my advice for pet owners:

Take your pet with you if you can. It’s usually fun for you and your pet.

For god’s sake, don’t leave a sick pet with a pet sitter. That is super uncoool. If you have any doubts about your pet’s health, get a checkup before your trip.

Leave clear instructions about your desires for care in the event of an unfortunate incident. Leave them in writing. Leave a credit card number as well.

Take your cell phone with you. Keep it on. Check your e-mail regularly. Stay in touch.

If you will be unreachable, choose a pet sitter you trust, provide written instructions stating your desires in the event of an emergency, state in writing that you absolve the pet sitter of any liability for medical decisions made in your absence, and state that you will pay for any treatments authorized by the pet sitter (using the credit card number provided in the bullet point item above).

Let your vet know that you’ll be out of town, and that your pet sitter is authorized to make medical decisions on your behalf. Give your pet sitter your vet’s contact information, as well as the contact information for the nearest after hours emergency clinic.

Provide other contact information as well. Give the pet sitter your brother’s phone number, or your best friend’s number, so that they can help participate in the decision. Warn your brother and your best friend that you will be doing this, and make sure they share your philosophy on veterinary treatments so that they can actually help with problem, rather than get in the way.

Enjoy your trip. You have planned for the worst, now hope for the best. Most of the time nothing goes wrong. But keep your cell phone on and with you nonetheless.

Here is my advice for pet sitters:

Make sure that the pet owners do all of the above.

Develop a personal relationship with a veterinarian who may be able to provide guidance if all of the above tactics fail.

Don’t let pets play in fields of foxtails that are situated between 100 foot cliffs and busy highways. (Just kidding, of course).

As an aid to both owners and pet sitters, I am happy to provide a copy of the written instructions that Denise and I leave with our pet sitter when we both go out of town and can’t take Buster with us. The instructions haven’t been reviewed by an attorney, so I can’t vouch for their legal validity. But I think you’ll still get the point.

[My pet sitter], [my sister-in-law-to-be] and any staff veterinarian at [my vet clinic or my local emergency clinic] have authorization to make medical decisions regarding the care of my dog, “Buster” in my absence from [date of departure] to [date of return].

Major procedures such as surgical correction of gastric dilatation with volvulus, enterotomy to remove gastrointestinal foreign body, bone plating for fractures, and others are authorized as long as a veterinarian at [one of my trusted facilities] believes there is a reasonable chance the procedure will result in a successful outcome.

I ask to be called on my cell phone at XXX-XXX-XXXX or XXX-XXX-XXXX in the event of any medical problem involving Buster. However, if I cannot be reached then the people listed above shall have decision making power. I agree not to hold any above party liable for competently performed treatments that do not succeed.

The Physicians Committee for Responsible Medicine is a nonprofit organization that promotes preventive medicine while encouraging higher standards for ethics and effectiveness in research. As part of one of its campaigns to end the use of ferrets and kittens in pediatrics residency training, over 12,000 emails of support were sent to the University of Washington medical school dean within a few hours.

Successful Foster Story: Deborah and Leon

A friend of All Sentient Beings found Leon, a sweet cat who loves to be petted. He had nowhere to go, so ASB found him a loving foster home with Deborah and her family, including her cats, Jeter, Gypsy and Cheddar.

According to Deborah, Leon has adapted beautifully and is now a full-fledged member of the family, with everyone taking a great liking to him! He loves to pull out toys from a bin and play with them. Leon also enjoys playing with the other cats and has even helped shy Cheddar to hide less and feel comfortable with more petting.

Deborah says, “Leon is such a great cat! Thank you for the opportunity to foster him.”

Happy Tails: Amy & Maeve

In early April 2009, I had just moved out of a horrible midtown rental and was crashing at various friends' and relatives' pads while waiting to close on my first co-op, a lovely studio near Columbus Circle. At a local bakery, I noticed All Sentient Beings' poster of Maeve the Celtic Calico. Her lovely markings and heartbreaking story were compelling, but it was her scared little face I could not turn away from; you could see the despair in her eyes over being given up by her family. I could not believe such a sweet, beautiful, healthy cat and long-term member of a family had been so rudely abandoned!

I contacted Gregg immediately, was lucky enough to meet Maeve that evening, and loved my precious Maeve at first sight. While the petite kitty was lucky to be rescued from the shelter by ASB and fostered kindly by Gregg, she was in obvious distress over Gregg's much larger and more boisterous feline roommates.

I signed the adoption papers and would have loved to take Maeve home immediately but had no home yet. Rather than keep little Maeve waiting another ten days for her new mommy, Gregg suggested, in her typical problem-solving fashion, that I should stay in her guest room with Maeve so we could both have some peace and quiet - and bonding!

Maeve has been my trusty companion ever since, and we soon moved into our beloved Columbus Circle studio. Finally owning my first home was immeasurably better with my four-legged friend to share it. We settled in to enjoy the place together, and I could not have found a better roommate. Maeve is beautiful inside as well as out, and not only has the renowned feline intelligence and poise, but grace, courage, and empathy. She bounced back from her death row ordeal quickly, making our new apartment a real home.

We often fell asleep watching Animal Planet (Maeve loves Cesar Milan and his antics with silly canines) or doing homework (me reading a book and her sitting on it), and I'd wake up feeling her snowy paw caressing my face and reminding me gently that it was time for breakfast. She has charmed friends and family alike with her kittenish but always ladylike manners.

In August 2010, I had to uproot little Maeve again to start my clinical psychology doctoral program in Huntsville, Texas at Sam Houston State University, where pets are con sidered colleagues. Maeve adjusted to the Wild West much more gracefully than her mommy and is keeping me sane despite the insanity of the graduate student path. She patrols for armadillos and other dangers from her perch on the windowseats and is always finding new sights and smells to marvel at in the "Republic of Texas."

Especially now, my little Maeve is priceless, everything else I can buy with MasterCard - after I pay off my student loans! Thank you Gregg and everyone at ASB!!

Eight Million Pets are Homeless in America

A survey by PetSmart Charities found that only 29% of the 3,000 Americans surveyed knew about pet homelessness, and 75% guessed there are less than one million homeless pets in the country, while the number is actually closer to eight million.

PetSmart Charities has created the People Saving Pets movement to help the efforts of local animal welfare organizations, and to bring awareness to the animal rescue cause. People Saving Pets provides information and online tools to help work towards the goal of ending pet homelessness.

A recent New York Times article profiled pet owners who are increasingly making homemade, organic meals for their dogs and cats. One New York woman, Barbara Laino, runs workshops on healthy eating for both humans and their pets. She says, "We know processed foods are wrong for us. It has to be wrong for them. If you can feed yourself healthily and your children, then you can feed your pets healthily, too. It really isn’t that hard.”

Some experts have warned that homemade pet meals can lack necessary nutrients and calories, so talk to your vet before starting your pet on homemade food.

Best Cat Breeds for People with Allergies

According to The National Institute of Allergy and Infectious Diseases, between 6 and 10 million Americans are allergic to cats or other pets. If you're an allergy sufferer who also happens to be a cat lover, you may be interested in low allergen cats.

What Makes A Cat Hypoallergenic?

Low allergen, or "hypoallergenic" cats are those that typically produce fewer allergens than "regular" cats. The operative word here is "fewer." Hypoallergenic is not synonymous with non-allergenic, and no breed is completely non-allergenic.
A protein (Fel D1) is the allergen in the cat's saliva is what causes problems for allergy sufferers. Once your cat licks her coat, the allergen-laden spit dries and becomes airborne, seeking a warm home in your nose and sinuses. Some cat breeds produce less of this protein than others, making them hypoallergenic.

Several Factors Affect Cats' Allergen Production:
• Males produce more allergenic secretions than females
• Intact males produce more than neutered males
• Dark cats tend to produce more than light-colored ones (no one knows why)
• Kittens produce fewer allergens than adults

So, a light-colored female cat might work out better for people with cat allergies.

Cats Good For Allergy Sufferers

Although no cat breed is truly hypoallergenic - all cats produce at least some allergens - there are seven breeds that produce fewer allergens than others. This hypoallergenic cats list should not be the only thing you consider when researching which breed of cat to adopt, however. Be sure to consider all of each breed's characteristics to determine which is the best fit for your household.

Hypoallergenic Cats List

Three of the seven hypo-allergenic breeds are Oriental lines: the Balinese, Oriental Shorthair and Javanese. This provides several options for cat lovers who'd like a low allergen cat with the characteristics of the popular Siamese.

• Balinese: Often referred to as the "longhaired Siamese," the Balinese looks like an unlikely candidate for a hypoallergenic cat. But it is one of the few breeds that produces less of the Fel D1 protein than other cats, thus causing fewer allergic reactions in allergy sufferers. See the full breed description for the Balinese.

• Oriental Shorthair: They're hypoallergenic, but it's still a good practice to groom your OSH frequently (brushing as well as wiping her down) to keep dander to a minimum. See the full breed description for the Oriental.

• Javanese: Like the Balinese, the Javanese sports a medium-long single coat that doesn't mat. Because of the lack of undercoat, they have less fur which translates into fewer allergens. See the full breed description for the Javanese.

Two "Rex" cats are on the list: the Devon and Cornish Rex. Both shed very little fur, which is good news for allergy sufferers:

• Devon Rex: Of the two, the Devon has both shorter fur and less fur. Your Devon Rex will need to have her paw pads and ears cleaned of oil build-up frequently, but doesn't need frequent full baths like the Sphynx or Cornish Rex. See the full breed description for the Devon Rex.

• Cornish Rex: The Cornish Rex requires more upkeep than the Devon because they require frequent baths to mitigate the oil buildup on their skin. See the full breed description for the Cornish Rex.

The last two cats on the list offer you a choice of hairless or hairy:

• Sphynx: The hairless Sphynx is the cat most often associated with being hypoallergenic. Being hairless does not mean they're maintenance-free, however. Your Sphynx will need frequent baths to remove the gummy buildup of oils on her skin, and her large ears will also require frequent cleanings. See the full breed description for the Sphynx.

• Siberian: Like the Balinese, the Siberian sports a moderately long coat, but still is hypoallergenic due to the lower-than-average enzyme levels in their saliva. Some claim that 75 percent of cat allergy sufferers have no reaction to the Siberian. See the full breed description for the Siberian.

After You've Brought Your Hypoallergenic Cat Home

It's important to understand that adopting a "hypoallergenic" cat may not be the panacea you're expecting. Before you adopt a cat, spend some time with her or a cat of the same breed to see if your allergies remain in check.

If you're getting your cat from a breeder, ask if you can return the cat if your allergies remain a problem (reputable breeders will allow you to do so). Even better, adopt from a rescue organization for the breed; they will always accept returns.

Once you have a cat, there are steps you can take to minimize allergens whether she's a hypoallergenic breed or not:

Frequent Baths and Brushing

If you're allergic, the process is best left to a groomer or family member.
Research has proven that washing your cat 2 -3 times a week can remove up to 84 percent of existing allergens and reduce the future production of allergens. Some claim that using cool, distilled water in the bath may also reduce allergen levels. Frequent brushing will reduce the amount of hair and dander loose in your home.

Wash Toys and Cat Bedding

Washing toys and bedding also reduces the number of allergens floating around your home. Do so at least once a week.

Don't Touch!

After touching your cat, wash your face and hands. Never touch your eyes or face before you've done so.

Using Chlorine Dioxide to Effect a Safe, Clean, Disinfected Place for your Pets

Animal keepers and pet owners are faced with the dilemma of disinfecting and cleaning all animal spaces while at the same time causing no harm to the animals themselves, and the people who work there. Most deaths of pets are premature and unnecessary, according to many veterinarians .

The best answer to date has been to remove pets from their enclosures, scrub the habitat clean, and treat the enclosure with one of a number of nasty (and often expensive) chemicals. It is then necessary to wash everything down, and hope that there is no dangerous contamination lingering from either the pathogens or the disinfectant. The issue is that disinfectants are generally toxic; most good disinfectants are not safe to use around pets.

The newest approach involves the use of Stabilized Chlorine Dioxide. Chlorine dioxide is a truly remarkable substance.!It is a fast acting broad spectrum disinfectant that also destroys almost all of the ‘bad’ bugs on contact!It is difficult to get the performance from other products while still having safety for pets who may be sensitive to more toxic chemicals.. it is extremely powerful, killing bacteria, viruses and fungi. Chlorine Dioxide creates no harmful odors; in fact it is an excellent deodorizer.

Chlorine Dioxide’s chemistry is radically different to that of chlorine by itself. Both products are oxidizing agents. But, because of their fundamentally different chemistry they react in distinct ways with organic compounds, and as a result, generate very different byproducts. Lawmakers Consider an Animal Abuse Registry

SAN FRANCISCO — California may soon place animal abusers on the same level as sex offenders by listing them in an online registry, complete with their home addresses and places of employment.

The proposal, made in a bill introduced Friday by the State Senate’s majority leader, Dean Florez, would be the first of its kind in the country and is just the latest law geared toward animal rights in a state that has recently given new protections to chickens, pigs and cattle.

Mr. Florez, a Democrat who is chairman of the Food and Agriculture Committee, said the law would provide information for those who “have animals and want to take care of them,” a broad contingent in California, with its large farming interests and millions of pet owners. Animal protection is also, he said, a rare bipartisan issue in the state, which has suffered bitter partisan finger-pointing in the wake of protracted budget woes.

“We have done well with these laws,” he said.

Last fall, California became the first state to outlaw so-called tail-docking of dairy cows, where the tail is partly amputated to ease milking. In 2008, voters in the state passed Proposition 2, which gave hens, calves and pigs more room in their crates or cages. That law has upset many in the California egg industry and prompted some agriculturally-minded residents to even talk about seceding from the state.

Under Mr. Florez’s bill, any person convicted of a felony involving animal cruelty would have to register with the police and provide a range of personal information and a current photograph. That information would be posted online, along with information on the person’s offense.

The bill was drafted with help from the Animal Legal Defense Fund, an animal-protection group based in Cotati, Calif., north of San Francisco. The group has promoted the registry not only as a way to notify the public but also as a possible early warning system for other crimes.

“We know there’s a link between those who abuse animals and those who perform other forms of violence,” said Stephan Otto, the group’s director of legislative affairs. “Presumably if we’re able to track animal abusers and be able to know where they live, there will be less opportunity where those vulnerable to them would be near them.”

In addition to sex offenders, California lists arsonists in an online registry, and the animal abusers would be listed on a similar site, Mr. Florez said. Such registries have raised privacy concerns from some civil libertarians, but Joshua Marquis, a member of the defense fund’s board and the district attorney in Clatsop County, Ore., said the worries were unfounded.

“Does it turn that person into a pariah? No,” Mr. Marquis said. “But it gives information to someone who might be considering hiring that person for a job.”

He added: “I do not think for animal abusers it’s unreasonable considering the risk they pose, much like the risk that people who abuse children do.”

One supporter of the proposed law, Gillian Deegan, an assistant commonwealth’s attorney in Botetourt County, Va., says such a registry could also be valuable in tracking people who run puppy mills and animal-fighting rings, as well as hoarders, who sometimes collect hundreds of animals, often resulting in neglect.

“A lot of times these people will just pick up and move to another jurisdiction or another state if they get caught,” said Ms. Deegan, who has written on animal welfare laws. “It would definitely help on those types of cases where people jump around.” One Web site — Petabuse.com — already offers a type of online registry, with listings of animal offenders and their crimes.

Such registries have been introduced in other states, but never passed. In 2008, a similar bill in Tennessee stalled after passing the State Senate.

That legislation was endorsed by the Humane Society of the United States, said Wayne Pacelle, the president and chief executive of the society.

Mr. Pacelle said that the proposed financing mechanism for the California bill, a small tax on pet food, was “an extremely controversial idea” and unpopular with the pet food industry.

Taxes are usually opposed by Republicans in California, and that gives Mr. Pacelle doubts about the bill’s prospects.

“The idea of that succeeding in this climate in California is not high,” he said.

But the bill’s sponsor, Mr. Florez, who recently helped establish an Animal Protection Caucus, which includes Republican members of the State Senate and Assembly, says he is confident that he has the votes to move the measure forward and estimates that the registry would cost less than $1 million to establish. He also said his background — he hails from the farming-friendly Central Valley — will help the cause.

“I think people think, well, if Dean is supporting it,” he said, “it can’t be that off the wall.”

Swine Flu Infects Housecat—Are Your Pets Safe?

Ever since the news broke earlier this month that an American cat caught the swine flu, rumors about how pets can catch this disease have been spreading — but the ASPCA wants to set the record straight. They published this wonderful and informative article in an attempt to educate the public on preventative measures as well as quell misconceptions related to the transmission of the H1N1 Virus (Swine Flu) from humans to felines.

"On November 2, test results confirmed that a pet cat in Iowa was infected by the H1N1 virus, which was most likely transmitted by human family members," reports Dr. Louise Murray, Director of Medicine at the ASPCA. "All family members, including the cat, have now recovered. In unrelated incidents in other states, a few pet ferrets also recently tested positive for H1N1, and one of them has died.” Although we already knew that infected humans could transmit H1N1 to both pigs and turkeys, these are the first reported cases of the virus affecting cats and ferrets.

According to Dr. Murray, there are no known instances of a dog catching H1N1 (but remember, it is flu season, and your dogs are still susceptible to catching other flu bugs). In addition, there is currently no evidence that H1N1 can be passed from pet to human—it seems to be going only the other way, with people transmitting the illness to their pets.

A little common sense will go a long way in decreasing the likelihood of passing the illness on to your pets. If members of your household are exhibiting flu-like symptoms, the ASPCA recommends protecting your pets by:

· washing hands thoroughly,
· covering coughs and sneezes and
· avoiding close contact with pets during the course of the illness.

In fact, if you’re sick, it’s a good idea to give your pets a place other than your bedroom to sleep at night until you get better.

If any pet displays symptoms such as lethargy, loss of appetite, coughing, sneezing or difficulty breathing—especially if a human family member has recently suffered from influenza—please contact your veterinarian.

History - All Sentient Beings

Blair Sorrell, a long-time member of our Advisory Board and a highly-regarded animal activist here in NYC, has compiled some facts on the history of our non-profit organisation, All Sentient Beings,Inc.
Here is my account, as told by Blair, for your edification and amusement.

My organization, All Sentient Beings, evolved from my quarter of a century of rescue experience. My love for felines and their caretakers is inseparable from this chronology of spontaneous, hands-on Hell's Kitchen placements. Over time, I have almost single handedly arranged for the vetting, fostering, outreach, and delivery of stray or abandoned neighborhood cats and kittens to responsible homes.

Occasionally these lost souls gravitated to me as one summer a contingent of gray cats migrated to my backyard, a distinctive parade silhouetting the trees and cityscape of my former industrial backdrop. I didn't despair. I did what I always do, calmly and methodically, I got to work. And what was as gratifying as finding good people was the rapport I developed with my loving adopters. They wrote notes then -and now they email and forward their "baby" pictures. Even greater proof of their obvious adoration is how they speak of their kitties when we congregate at my annual adopters' party. Because a little known fact is that when you rescue a cat, you are often really assuaging the guardian's sense of solitude, boredom, stress, or even self-absorption. Adoptions are mutually beneficial and I'm always happy to be the interloper in what have proved to be some of life's most blissful matches.

Now functioning as a non-profit, tax-exempt charity, ASB has as its two-pronged mission the tasks of: a) continuing to participate in the myriad, ongoing rescue and adoption work of all of the similarly-involved local groups as well as: b) raising awareness for Humans to be better, more responsible, committed and informed animal care-givers. This includes information on holistic vet care, quality food and inclusion of Pet Trusts in people's Advance Directives.

We hope that by sharing our background and hopes for the future with you, our public, we can continue our outreach work as an information clearinghouse. Do share our story about our work with as many people as you can and do consider fostering an animal to help save a life.

The Newest Problem we are facing

I'd be interested in hearing from you, our readers, to know what you suggest we do to try to counteract all the "dumping" and surrendering of "beloved" animals due to financial hardship. We know that conceptually, everyone would agree that they wouldn't give up their kids (I'm assuming) nor would they knowingly take on a pet thinking they'd ever have to make that choice. But it is happening everywhere now, and the Euth. List on Death Row is growing: perfectly healthy and (until now) happy animals are facing this horrible killing.

We are trying so hard to explain to people what sort of commitment they are making when they take an animal from us, and - again, in principle- everyone agrees of course. It is logical and seems perfectly normal. And then....if we're lucky, they at least contact us to re-adopt their pet, so that we are on top of the situation, however tragic it may be. But often they do not contact us and we find out later that the animal has been let go into the street or sent to a Kill shelter.

Let's try to use these columns as a vehicle for communicating and networking, so maybe we can come up with some viable alternatives to the path of least resistance that seems to be today's general solution to this terrible problem.

Gregg had gotten a call around the holidays from Laurel, a friend who had rescued a cat from an alley in Flushing after trying for a long time. The cat, which had seemed friendly, had not only resisted integrating with Laurel's other cats but was now terrorizing them. Thinking it a personality difference, Laurel regifted the cat to another rescuer, who encountered the same problems, and the chain of pass-alongs continued. When the cat came to Gregg, giver of Last Hopes, there had been 5 homes in three weeks. We needed some pictures for a flyer to find her a real home where our contentious girl could live a happy life. Carol & I went over to Gregg’s, camera in hand, prepared to keep our cautious distance.

Noelle (well, it was the holidays and she needed a name) had been confined to a bedroom by herself. Gregg’s cats are a diverse social group of independent thinkers. New cat Noelle needed a space of her own to calm down and get used to the idea of living indoors, eating regular and not fighting for her food, litter space and sleeping perch with an alley of other ferals. So far, the privacy thing was working.

Carol went in to sit with Noelle while Gregg & I worked up a flyer. When I went in to the bedroom later, Carol & Noelle had bonded. Noelle was purring, kneading her paws and lifting her legs up like a Clydesdale show horse. No sign of fear, or hostility, or any other kind of unhappy behavior. Carol was smitten, and said we should bring her home with us. That cold night, we bundled up our new cat and gave her a space of her own at our place. In the quiet of our bedroom, Noelle ate heartily and slept the next 12 hours, till she awoke and ate well again. Followed by another 12 hour nap, followed by a big meal, then 12 hours sleep, a big meal, 12 hours sleep, and on and on. Along the way, she became Noel. Silent letters don’t fare well in our noisy household. A few days later, our first visit to the Animal Medical Center brought very distressing news. Noel was extremely sick.

Noie had an enlarged spleen and liver (she may have eaten rat poison at some time), severe sinusitis related to her herpes simplex infection, a urinary infection, a upper respiratory infection, possible hyperthyroidism, 2 or possibly 3 types of ear fungus and mites, fungus infestations in her claws, bad teeth and gingivitis, poor vision, worms of every type, impacted anal glands, a arthritic spine and her immune system was wrecked. In short she was a street cat who had outlived 8 of her lives.

We expect these sorts of problems from our rescues. Almost all our cats are in bad shape when they come off the streets. Rarely, though, do we see this many conditions piled onto one cat.

Gregg spends a lot of time and and her own money to take care of the health problems of our rescues so our cats are healthy for adoption. Vet bills run up to 5 figures each year, and food and litter costs just keep marching on.

All Sentient Beings is an effort to expand this care-giving and betterment of these poor creatures lives. Many of us already have our homes filled with cats and people. Others cannot keep animals because of life situations. However, by supporting All Sentient Beings, we can bring better lives and love to our companion animals. It’s better to do something then to turn our backs.

But back to Noel. She insists.

Noels medical rehabilitation began immediately. Hospitalization, long drug regimens, twice a day ear cleanings for 7 months (I never bled so much in my life), Pills, pills, pills (never got bit so much in my life), subcutaneous fluids, separate litter box monitoring (Let’s see. Blood, worms, density, color, firmness. Ugg!). 8 teeth come out in almost two hours of anesthesia. Lots and lots of TLC, all paid back in spades from Noie’s big heart. Everything eventually clears up or becomes easily manageable. We know we have succeeded when, after a year and a half, Noie no longer sleeps 22 hours a day. When we first brought Noel to the Animal Medical Center her best-guess age estimation was, oh, 8 years old. At a visit back to AMC 18 months later, the vets’ consensus of her age was now, oh, 4 years old. Perhaps less. That’s life on the street. A cat in Noel’s condition, almost dead on the street from the cruel life of an abandoned cat, a lucky rescue at the age of two and a half.

Noel still needs to be an only cat. The fact that she lives bloodlessly in a 5 cat household (all rescues) is a tribute to her common sense and a lot of personality management. The other cats walk by in awe of her Tough Cat Attitude, hair-trigger howl and ability to commandeer a sleeping spot. She’s super affectionate to Carol and me, tolerates human guests with great charm and dignity, and wears her happiness on her face all day long. We love her, she loves us, and everybody else leaves her alone. Who could ask for more?

Carlo the cat

Carlo was a much loved pet until his owner got evicted. They both ended up in - separate - shelters. The animal shelter where Carlo got into - euthanizes its residents due to overcrowding. We fell in love with Carlo and pulled him from the death row and are looking for home for him.
Carlo is a beautiful and sweet cat. He gives enthusiastic headbutts, hugs and nose kisses; he is affectionate, playful and a great purrer. He is very well behaved, knows what the litter box is for, to retract claws during play.

FOSTERING a rescue animal is a life-saving task, and one that appeals on many levels. If people are unsure as to whether they are ready, financially or physically able to adopt a pet, then fostering can be a great solution. It's kind of like having your grandchildren over, knowing they're going home eventually!

The real issue here, of course, is that the home must be as pet-proof as if you were adopting. Tightly-fitted screens, no dangerous objects underfoot or where an animal can get at them, a commitment to good quality food and litter. The ability to clean litter boxes regularly (or walk a dog, obviously, but I'll concern myself here mainly with indoor cats). Careful when opening/closing outside doors, non-smoking homes, no oil paint or toxic chemicals in the home (artists: beware!), a good vet on file and a strong carry-case at hand, a quiet, calm home environment. In our organization's case, at least a commitment to holistic care, from vets to food quality.

For some foster situations, food & litter are provided by the animal rescue organization. In other cases, the foster family takes on that responsibility.
Usually, it's best to stipulate the conditions before taking on the challenge of a new pet. Are there other pets in residence? Children? Are people home during the day or is the animal all alone for much of its day/evening? Have the fosters done this before or do they need to be walked through the process? How long is the fostering for? Again, it's best to spell this out. Does their building allow pets?!

What I try to do is be honest: we will try to find a permanent home for Fluffy and hope to do so by.....If the foster says, no worries, take your time, that's great. Often, however, they have time constraints so we have to hustle. Sometimes it takes more than one foster home until the pet has the right loving, caring forever home.

Dear Gregg,

Since 2001, the first summer I brought him from his city living to Sewall House, Westy has served as solace and companion not only to us but to many of you. Guests have photographed Westy and sent pictures, he has jumped on their lap and kept them company by the fireplace and often could be found on the porch. Even when he went blind he still knew his way around our property and never wandered off, like he knew where home was. As he grew slower and older, he would still come down the stairs to greet us when we pulled in the driveway. The Monday before Thanksgiving Kent bravely had Westy put out of his suffering, always a difficult decision for any animal owner.

We miss you Westy, I will think of you, as you often did, coming to me when I meditated or sleeping with Kent as he napped. I had Westy almost 18 years and we went through alot together. Blessings, Westy our friend.

The League of Humane Voters is a remarkable organization that has information for you on its web page and works so hard to inform NYC on vitally important animal issues, from the terrible fires in the pet stores to working with the NY City Council to rectify the glitches in our system. LOHV-NYC is devoted to electing humane lawmakers and lobbying for stronger animal welfare laws, such as demanding to know now, why a bill introduced 10 years ago with the support of more than a majority of council members, has yet to be scheduled for a hearing.

This bill, Intro 417, has been languishing due, according to many rumors, to the opposition from Speaker Christine Quinn. The bill would not only be a pet protection but a public safety bill, in that not only animals were killed, but fire-fighters have had to go to hospital, just putting out the pet store fires. The bill would ensure the installation of sprinklers in all pet stores and seems perfectly Humane to us. Look up the LOHV online to get the latest information on how you can help. If you visit LOHV-NYC or better, join them, Executive Director John Phillips will keep you in the loop; this way you can take action on this and other urgent issues; being pro-active, is, after all, the name of the game.

COALITION TO BAN HORSE-DRAWN CARRIAGES

This organization has been around for a while, in different incarnations and I've been active in it for about 25 years. Elizabeth Forel runs a wonderful group which you can join by jumping right into the fray. She puts out an email information sheet, Horse Sense, which has weekly updates about issues and actions concerning the city's poor, ill-used and abused carriage horses.

Learn who's on our side on the Council (clue: he's running against Bloomberg for Mayor) and where to join us in our protests and activists events. Come to the programs and fund-raisers, contact your city council member, And volunteer: every weekend, weather permitting, they set up a table near the hack line to educate tourists and New Yorkers alike, about the inhumanities of the horse-drawn carriage industry. The joys and sorrows of being an animal activist, supporter and general compassionate Being, make for what in the "real" world could be construed as Mood Swings. The incredible emotional roller coaster of it all would leave us gasping for a free moment to breathe, but of course for rescuers, there is never that moment.

About 26 years ago, when I first returned to Hell's Kitchen, it was after a long absence. The neighborhood was rather run-down and, in its own way, quite likable. But one didn't walk around at night very casually, so when returning from Lincoln Center one dark, rainy night, I found myself suddenly thrust into the next chapter of my life.

In those days, you walked in a determined way, eyes straight ahead, no eye contact, the usual drill. And lo! a cat jumped right into my arms and said "Take me Home with You." I looked around, nobody there, so I continued walking, with her (I named her Polly) and at each corner, I'd say, "well, you can turn around and go home, just let me know." And Polly just stayed put.

Once home, I put her in a room separate from my guys (lovely mushes with us, vicious, vindictive and violent with strays) and we watched tv together, had our meals together and all was well. BUT, being the good citizen I am and the naive, totally ingenuous, debutante cat-rescuer I then was, I felt obliged to post up signs, tracing my steps from the night before.

Sure enough, I began getting calls, all pointing to a cat missing from a local shop run by a man we'll call Ari. Ari wanted his cat back, and although my heart told me that had he cared for Polly better, she wouldn't have escaped into my arms (and home), I let him come to see her and when she didn't mind going back to him, let him take her back. He didn't offer to reimburse me for anything I'd done for her, nor thank me for looking after her. He promised to have her spayed and not keep her locked in the dark back room where she'd been.

I foolishly gave her back to him and went in frequently to check on her. She was in the back room again, wasn't spayed, although I offered to pay for it and arrange for a nice vet to check her. After a few weeks of this futile effort, I went in one day only to be told that they'd given her to a fish & chips shop somewhere else because they were fed up with me pestering them.

Needless to say, I have felt guilty about this for these past 25 years and even named a future rescue cat: Polly, I have learned not to post up FOUND signs but to look for LOST CAT signs, to use the internet to help find owners, and not to return some animals to people who didn't look after them in the first place. I've learned a lot since that fateful experience, and I now rescue, place and agonize over scores of cats each year.

With the climate changes affecting "kitten and puppy season" and now, the economic reversals, leading to lost homes, jobs etc., the situation is obviously much much worse. So our job is increasingly difficult, which is why we have set up the non-profit rescue and information service,
All Sentient Beings, Inc. We hope to better inform the public on Pet Trusts, Healthful, Holistic Pet Care and more. As well as continuing our ongoing battle with the numbers of abandoned animals.
